Pay: $2,766.40 min to $3,319.20 mid Bi-Weekly
GENERAL PURPOSE: Under general supervision, performs project management and supportive functions of the Engineering Department, including project management, private development project support, contract administration, and budget activities, property acquisitions, private development agreements, right-of-way (ROW) acquisition. ROW permit approval/coordination, capital project implementation, impact fee coordination, and general project coordination.
PRIMARY DUTIES AND RESPONSIBILITIES:
- Manages project initiation, scope and objectives, planning, execution, monitoring of public capital projects as well as limited private development coordination.
- Manages day-to-day activities including but not limited to tracking project submittals, processing pay estimates, coordinating activities, researching requests for information, recording data, and updating ordinances coordinating with design consultants.
- Supervise the inspection team and oversees the inspection activities and personnel to review and evaluate compliance on all construction projects plans and specifications.
- Organizes and maintains permanent project records for project files, record drawings, reports and documents.
- Manages the review process, approvals, and tracks consultants or testing laboratories using the tracking software.
- Establishes and maintains cooperative working relationships with developers, contractors, and representatives from other local, state, and Federal agencies.
- Assists with budget development.
- Receives and timely processes invoices, statements, and payment vouchers; monitors and evaluates expenditures and budget.
- Performs the ROW acquisition process.
- Processes ROW and franchise utility permits and construction in public ROW.
- Monitors and manages the status of donated public assets during the 2-year warranty period after acceptance of projects and coordinates necessary repairs with the contractor and developer.
- Serves as a liaison between the Engineering Department and other City Departments as required.
- Prepares and updates weekly construction status for the City.
- Provides updates to Capital Improvement Projects via ArcMap, websites, and other various software.
- Coordinates, prepares, and presents agenda items for City Council Meetings as required.
- Coordinates development of meeting agendas, action item lists and presentation materials.
- Coordinates quotes or bidding and purchasing with consultants and the finance department.
- Administers cell tower lease agreements on city facilities and coordinates the installation of new facilities with stakeholders.
- Provides support for the City’s impact fee program for development projects including fee calculations and assistance with external customer questions.
- Interprets and explains City codes, federal and state regulations, and the Engineering department policies and procedures to developers, contractors, property owners and the general public.
- Performs risk assessment to manage project risks.
- Provides uninterrupted high levels of customer service to our residents, developers, and constituents.
- Maintains the integrity, professionalism, values, and goals of the City by assuring that all rules and regulations are followed, and that accountability and public trust are preserved.
- Ensures that all projects are delivered on-time, within scope and within budget.
- Cooperates with co-workers professionally to accomplish work efficiently and effectively.
- Has regular, predictable attendance; attendance is a factor in continued employment with the City.
- Performs other duties as assigned or required.
MINIMUM QUALIFICATIONS:
Education and Experience:
- Bachelor’s degree in engineering, construction management, or a related field;
- AND two years of experience in Engineering and Public Works project management preferably with a municipality;
- OR any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the duties and responsibilities of the job.
Required Licenses or Certifications:
- Must possess a valid Texas Driver’s License.
Required Knowledge of:
- City policies and procedures.
- Professional standards for business correspondence, writing, spelling, and grammar; writing and editing contracts and agreements.
- Business and personal computers, and spreadsheet software applications (e.g., Microsoft Word, Excel, PowerPoint, Outlook).
- Civil construction works and construction plans.
- Familiarity with the construction of public works projects and development.
- Principles and practices of administrative management, including budgeting, Impact Fees, and Capital Improvement Projects.
- Principles of project management, including technical specifications and records management.
- State and Federal laws and regulations governing public works projects.
- Principles of record keeping and records management.
- Customer service standards and protocols.
Required Skill in:
- Identifying and resolving customer issues.

- Using initiative and independent judgment within established procedural guidelines.
- Assessing and prioritizing multiple tasks, projects and demands.

Physical Demands / Work Environment:
- Work is performed in a standard office environment.
- Ability to lift/carry twenty-five (25) pounds; bending, stooping, and reaching as needed to file; sitting and/or standing for extended periods of time.
