Under general supervision, the purpose of this position is to protect and serve the property and citizens of the City through planning, organizing, and supervising the daily activities of the Police Department. Other duties may include managing units, squads, and special details, overseeing the budgetary process, supervising assigned personnel, and interfacing with other City employees and citizens. This position provides direction for other employees.
PRIMARY DUTIES AND RESPONSIBILITIES:
- Manages units, squads, and special details by coordinating resources, scheduling personnel, reviewing statistics of calls for service, monitoring workloads and making adjustments as necessary, ensuring goals and objectives are met, and supervising personnel.
- Oversee daily operations by coordinating projects and daily activities with subordinates, conducting meetings, reviewing significant incidents, ensuring compliance of rules, regulations and laws, identifying and resolving problems and providing field service.
- Assists with the budgetary process by planning upcoming Departmental budgets, assisting in budget preparation, making purchasing decisions, monitoring expenditures in various divisions, and reviewing the current budget's status.
- Supervises assigned personnel by motivating and leading, correcting personnel issues, resolving problems, and administering disciplinary processes.
- Develops and implements assigned division goals, objectives, policies, and priorities; develops standards for program evaluation and ensures division's activities comply with all laws, policies, and regulations; assumes command of the Department as required.
- Manages Division operations; evaluates and analyzes Division issues and recommends and implements solutions; prioritizes and assigns tasks and projects; trains and evaluates staff; counsels, coaches, and instructs employees as required.
- Delegates assignments, deploys personnel, monitors work, develops staff skills, and evaluates performance; communicates departmental directives and changes in procedures and protocols, and assures effective communication of law enforcement issues.
- Maintains discipline and assures compliance with Police Department policies and general orders; investigates, resolves, and mediates inquiries, complaints, and operational issues.
- Analyzes workload trends and develops plans for resource allocation, staffing, and personnel assignments; meets regularly with staff to discuss and resolve workload and technical issues.
- Review and evaluate operations under division command, make recommendations for improvement, manage budget, and prepare technical and statistical reports.
- Supervises and participates in critical incidents, tactical situations, and criminal investigations; responds to major crime scenes and incidents; and takes command when appropriate.
- Coordinates issues and activities with City departments, regional law enforcement operations, and Federal, state, and local law enforcement organizations; assists with community relations and resolution of community issues.
- Reviews trends in law enforcement operations and recommends procedural improvements.
- Responds outside of normally scheduled work hours in response to special events, natural disasters, emergencies, or critical incidents as determined by the City.
- Maintains the Department's integrity, professionalism, values, and goals by ensuring that all rules and regulations are followed and that accountability and public trust are preserved.
- Cooperates with co-workers professionally to accomplish work efficiently and effectively.
- Has regular, predictable attendance; attendance is a factor in continued employment with the City.
- Performs other duties as assigned or required.
Education and Experience:
High School Diploma or GED; AND a minimum of twelve (12) years of law enforcement experience consisting of: Five (5) years of service with the Corinth Police Department and a minimum of three (3) years of experience at the rank of Police Lieutenant or above; OR must have fifteen (15) years of law enforcement experience with a medium or large sized Department with at least five (5) years of management experience, preferably at the rank of Police Lieutenant or above; AND Management training from the Institute for Law Enforcement Administration (ILEA), Leadership Command College (LCC) or the FBI Academy. A bachelor’s degree in criminal justice, Business, or Public Administration is desired.
Required Licenses or Certifications:
Must possess current and valid Master Peace Officer Certification from the Texas Commission on Law Enforcement (TCOLE) and a valid Driver's License. (Must obtain Texas Class C driver's license within 30 days of hire per State law.)Required Knowledge of:
- City organization, operations, policies, and procedures.
- City, county, state, and Federal laws, regulations, and ordinances.
- Strategy and tactics for management and deployment of law enforcement personnel and equipment.
- Texas criminal justice and court systems and principles of criminal justice records management.
- Law enforcement methods, practices, and procedures, including case laws governing arrest, rules of evidence, probable cause, care and custody of evidence and property, and search and seizure.
- Investigative and interrogative procedures and protocols for observation of critical details.
- Geography, roads, and landmarks of the City and surrounding areas.
- Police Department General Orders, policies, and procedures.
- Customer service standards and protocols.
Required Skill in:
- Assuming command-level responsibilities and making appropriate decisions while assuring compliance with Department and Division goals and objectives.
- Interpreting laws and regulations, making decisions, maintaining composure, and working effectively under stressful and emergency conditions.
- Establishing and maintaining cooperative working relationships with City employees, other criminal justice agencies, and the general public.
- Exercising controlled discretion and mediating difficult situations.
- Assessing and prioritizing multiple tasks, projects, and demands.
- Managing and leading staff and delegating tasks and authority.
- Interpreting and applying criminal laws to information, evidence, and other data compiled.
- Care, maintenance, and safe operation of a variety of firearms, impact weapons, chemical agents, and other law enforcement tools and equipment.
- Operating a personal computer utilizing a variety of business software.
- Effective communication, both verbal and written.
Physical Demands / Work Environment:
- Work is performed in a standard office environment, and in the field as needed; may be exposed to physical attacks, hazardous chemicals, infectious and communicable diseases; may be required to physically restrain persons.
- Must maintain a level of physical fitness to meet Department standards.
