GENERAL PURPOSE: Under general supervision, oversees and plans the construction, installation, maintenance, and repair of the City’s wastewater collection (gravity and pumped) system; including the skilled supervisory and mechanical work in the maintenance and repair of piping, pumps and conveyances of the City’s wastewater collection systems, including sewage pump stations.
PRIMARY DUTIES AND RESPONSIBILITIES:
- Supervises wastewater operations and monitors results; assures that wastewater Crew Leaders meet project goals and timelines; assures the use of efficient techniques and sound operations and maintenance practices to meet program objectives.
- Monitors SCADA (Supervisory Control and Data Acquisition) process control system gauges, meters and electronic control panels; monitors and regulates telemetry, electrical systems and chemical processes; records readings and maintains manual and computerized shift log.
- Plans, organizes and supervises operations, infrastructure maintenance and special projects; prioritizes projects and resource allocation; inspects jobsites to assure quality work projects and effective use of resources.
- Reviews work orders and job requests, and prioritizes tasks and projects; determines equipment, material and personnel needs; coordinates and assigns work crews, vehicles and equipment.
- Orders and stages materials, supplies and equipment; reviews the work of assigned staff to assure the work quality and timely accomplishment of assigned duties and responsibilities.
- Conducts inspections of operations and work projects and offers technical assistance and guidance to subordinate staff as necessary; oversees ongoing operations to assure that safety rules and regulations are followed, and water/wastewater operations and procedures meet state and federal compliance regulations and quality standards.
- Controls work sites to assure that safety rules and regulations are adhered to, and that the work zones and all equipment are in safe operating condition.
- Collects W/WW samples for testing; reviews water quality data and operational information and generates summary reports as required.
- Trains and evaluates staff; develops staff skills and conducts performance evaluations; meets regularly with staff to discuss and resolve workload and technical issues.
- Maintains records and logs of work crew activities.
- Operates a wide range of specialized vehicles, tools and specialized equipment when needed; performs work in accordance with all safety regulations and procedures; inspects, identifies and reports mechanical problems requiring additional repair.
- Responds to emergency callouts resulting from severe weather, major accidents or other factors; dispatches and accounts for crew activity during emergency events; performs tasks in the interest of public safety and property protection during emergencies.
- Makes critical first responder operating decisions during system emergencies (e.g., water main breaks, sewer main backups etc.).
- Assures that work assignments are completed according to specified work orders.
- Cross-trains work crews in proper work methods and safety procedures.
- Maintains the integrity, professionalism, values and goals of the City by assuring that all rules and regulations are followed, and that accountability and public trust are preserved.
- Cooperates with co-workers professionally to accomplish work efficiently and effectively.
- Has regular, predictable attendance; attendance is a factor in continued employment with the City.
- Performs other duties as assigned or required.
MINIMUM QUALIFICATIONS:
Education and Experience:
- High school diploma or GED equivalent;
- AND five years work experience in water/wastewater utilities maintenance work;
- AND three years of supervisory experience, preferably with the City of Corinth;
- OR an equivalent combination of related education, experience, or demonstrated abilities or proficiencies that result in a candidate successfully performing the essential functions of the job.
Required Licenses or Certifications:
- Possess a valid Class A or B Texas Commercial Driver’s License with air brake endorsement prior to applying for the position or must be obtained within twelve months of hire.
- Class C Water, Wastewater Collections 2 Operator and BPAT licenses from the Texas Commission on Environmental Quality (TCEQ) are required or must be obtained within twelve months of hire; additional technical skills training and certifications may be required for some job assignments.
Required Knowledge of:
- City policies and procedures.
- Materials, methods and techniques used in maintenance of water distribution and wastewater collection infrastructure.
- State and Federal regulations governing water quality and treatment, including Environmental Protection Agency (EPA) regulations and TCEQ safety standards and inspection protocols.
- Principles and methods of maintenance of water and wastewater stations and components.
- Water/wastewater testing protocols and laboratory certification standards.
- Methods and procedures used to test, maintain and repair electrical and mechanical components.
- Tools and equipment used in water utilities system maintenance.
- Maintenance and repair standards for water utility equipment.
- Ability to use CMMS (cityworks) to input daily work orders.
- Performs work in confined spaces such as manholes and lift stations.
- Procedures and requirements for isolating, treating, documenting and reporting sanitary sewer overflows and unauthorized discharges to Texas Commission on Environmental Quality (TCEQ) and filing copies of submitted reports.
- Occupational hazards and safety precautions.
- Proper use and storage of chemicals, including OSHA Material Safety Data Sheets (MSDS) for hazardous chemicals used in the workplace.
- Manual on Uniform Traffic Control Devices (MUTCD) and Texas Commission on Environmental Quality (TCEQ) regulations, safety standards and inspection protocols.
- Customer service standards and protocols.
Required Skill in:
- Prioritizing tasks, and assigning and coordinating work of assigned personnel.
- Reading and understanding construction blue prints, plans, specifications, and technical documents.
- Safe and efficient operation and maintenance of specialized tools and equipment to perform W/WW maintenance and repair work.
- Effectively supervising staff, and delegating tasks and authority.
- Making routine operating adjustments and repairs to assigned equipment.

Physical Demands / Work Environment:
- Work is performed indoors and outdoors at work sites throughout the City; required to perform moderate physical work, and lift and carry up to 80 pounds.
