Pay range $2,908.00 min to $3,489.60 mid bi-weekly

PRIMARY DUTIES AND RESPONSIBILITIES:
  • Manages assigned staff and activities to maintain the City’s roadway and drainage infrastructure in safe condition; provides leadership to assure that Public Works (PW) operations and maintenance services are provided in alignment with the City's strategic objectives and state and Federal laws.
  • Evaluates City facilities and infrastructure for compliance with state and regional stormwater management plans, regulations, Best Management Practices (BMPs) and City ordinances.
  • Plans, organizes and manages operations, infrastructure maintenance and special projects; prioritizes projects and resource allocation; inspects jobsites to assure quality work projects and effective use of resources.
  • Manages PW operations and monitors results; assures that streets, and drainage crew leaders and/or supervisors meet project goals and timelines; assures the use of efficient techniques and sound operations and maintenance practices to meet program objectives.
  • Conducts inspections of operations and work projects and offers technical assistance and guidance to subordinate staff as necessary; oversees ongoing operations to assure that safety rules and regulations are followed, and PW operations and procedures meet state and federal compliance regulations and quality standards.
  • Plans and manages resource allocations; assures efficient operations and cost-effective practices; manages the collection, analysis and reporting of operational, budget and financial data; analyzes future needs, and calculates costs and resource requirements.
  • Analyzes service demands, infrastructure conditions, and community needs, and develops action plans to prioritize repair and maintenance needs; maintains database of roadways and drainage infrastructure for planning purposes.
  • Works with City Departments, external agencies, and other organizations to resolve construction project and maintenance schedules, and other PW issues; assures effective communication of PW operational issues with citizens and community organizations.
  • Manages assigned staff; prioritizes and assigns tasks and projects; trains and evaluates staff; develops staff skills and conducts performance evaluations; meets regularly with staff to discuss and resolve workload and technical issues; reviews the work of assigned staff to assure the work quality and timely accomplishment of assigned duties and responsibilities.
  • Manages emergency callouts resulting from severe weather, major accidents or other factors; manages crew activity during emergency events.
  • Performs other duties as assigned or required

MINIMUM QUALIFICATIONS:

Education and Experience:
Bachelor's Degree in Engineering, Business Administration or a related field AND five year’s work experience managing infrastructure construction and maintenance projects, including two years supervisory experience; OR an equivalent combination of education and experience.  Experience with City of Corinth is preferred.

Required Licenses or Certifications:
  • Must possess a valid Texas Commercial Driver’s License.
Required Knowledge of:
  • City policies and procedures.
  • Materials, methods and techniques used in maintenance of streets and drainage infrastructure.
  • Techniques and practices for effective and efficient management of allocated resources.
  • Principles and practices of administrative management, including personnel rules, cost accounting, budgeting, and employee supervision.
  • Principles of project management, including technical specifications and records management.
  • Manual on Uniform Traffic Control Devices (MUTCD) and Texas Commission on Environmental Quality (TCEQ) regulations, safety standards and inspection protocols.
  • OSHA safety rules and regulations, and safety standards in hazardous traffic environments.
  • Federal and state rules and regulations, occupational hazards and safety precautions, including drug and alcohol testing guidelines for CDL, and National Incident Management System (NIMS).
  • Proper use and storage of chemicals, including OSHA Safety Data Sheets (SDS) for hazardous chemicals used in the workplace.

Required Skill in:
  • Using initiative and independent judgment within established procedural guidelines.
  • Analyzing Public Works operational issues, and preparing and presenting recommendations.
  • Interpreting and applying operational and safety standards, applicable Federal rules and regulations, and City policies and procedures.
  • Data collection and analysis, and mathematical and statistical calculations.
  • Prioritizing tasks, and assigning and coordinating work of assigned personnel.
  • Establishing and maintaining cooperative working relationships with City employees, officials, and representatives from other local, state and Federal agencies.
  • Effectively supervising staff, and delegating tasks and authority.
  • Operating a personal computer utilizing a variety of business software.
  • Communicating clearly and concisely, both verbally and in writing.
  • Knowledge of work order system.

Physical Demands / Work Environment: 
  • Work is performed in a standard office environment and on location at City facilities and work sites.
